This step serves fairness by avoiding an ongoing loss of practice rights if the suspension proves unwarranted or unnecessary as the case develops, and it allows the regulator to review whether the continuing suspension remains appropriate given the evolving evidence.

Whether a stay is granted depends on balancing public protection against the member’s ability to work and the strength of the allegations; the decision is not a final ruling on the merits of the discipline, but a temporary measure during review. The other options don’t provide this interim relief: a separate hearing on the suspension is not the same as an appeal for a stay, civil action against the regulator is outside the regulatory process, and resigning does not create a procedural route to review the suspension.
